Mount Hermon Community Bylaws

The name of this organization shall be the Mount Hermon Community.

PURPOSE
To provide an avenue for communication, self-help, and social interaction among home owners and residents of the Mount Hermon Park and to make available programs relating to safety/security issues, working in cooperation with Mount Hermon Association.

MEMBERS
All home owners and residents of the Mount Hermon Park are considered members.

ORGANIZATION
The organization will be governed by the elected officers to be known as the Executive Board. The Mount Hermon Park shall be divided into several Area Representatives appointed by the Executive Board. It will be the duty of the Area Representative to be the contact person in their area.

OFFICERS
The officers of this organization shall be President, Vice President, Secretary, and Treasurer, and others as needed. The officers shall be elected for a term of 3 years and may serve two consecutive terms. After a second term the officer must step down for a year before running again.

A Nominating Committee shall be appointed by the Executive Board whose duty will be to nominate one or more candidates when officer terms end or vacancies occur. Election of officers shall take place at the annual fall general meeting. The terms begin at the close of the annual meeting at which they were elected.

Upon election, the Executive Board may organize themselves into the four officers for the best use of each elected officer’s abilities. The immediate past president of the Mount Hermon Board shall be an advisor to the Executive Board for one year following the completion of that person’s term of office.

MEETINGS
There shall be a general meeting each fall for the purpose of electing officers. Additional meetings and social functions to be held during the year will be determined by the Executive Board.

RULES OF ORDER
Robert’s Rules of Order shall govern the business proceedings of this organization.

VACANCIES
Vacancies shall be filled as an interim to complete the existing terms by a majority vote of the Executive Board.

AMENDMENT OF BYLAWS
These Bylaws can be amended by a 2/3 vote of members present at the annual fall general meeting.

More Information

The Executive Officers have certain responsibilities, but their involvement is unique as to their strengths, availability, and interests. There is diversity in the current MHC Executive Board (two men, two women; living in various parts of Mount Hermon) and unity (all of us have lived in Mount Hermon for years with a community mindset; we recognize the importance of having a supportive relationship between MHA and MHC). Here is a list of the general roles of each officer on the MHC Executive Board.

President

  • Maintain open lines of communication with Mount Hermon Association.
  • Preside over annual meetings, selected special meetings and selected special events.
  • Prepare an agenda for meetings and coordinating presenters as necessary.
  • Deliberate with fellow officers regarding meeting agendas, seek input on questions, concerns and decisions as necessary.
  • Ensure that the Bylaws for the MHC are upheld.
  • Maintain lines of communication with community members: website, officer contact information, coordination of meetings and special events, and newsletter.
  • Respond to questions raised by members of the community
  • Assign duties to fellow officers as necessary

Vice President

  • Deliberate with fellow officers regarding meeting agendas and provide input on questions, concerns and decisions as necessary.
  • Attend the annual meeting, selected special meetings and selected special events.
  • Ensure the Bylaws for the MHC are upheld.
  • Provide support to the President in meeting the needs of the community.
  • Respond to assignments as directed by the President.

Secretary

  • Record the minutes of the annual meeting and of other called meetings, maintaining an
    historical record of all official meetings, and supplying reports to community members at official meetings.
  • Deliberate with fellow officers regarding meeting agendas, and to provide input on questions, concerns and decisions as necessary.
  • Attend the annual meeting, special meetings, and other events.
  • Ensure the Bylaws for the MHC are upheld.
  • Provide support to the President in meeting the needs of the community

Treasurer

  • Maintain a record of all financial dealings, including the receiving and deposits of all monies, the disbursements of funds, keeping a record of these exchanges, providing a report to the community members at official meetings to account for those exchanges.
  • Deliberate with fellow officers regarding meeting agendas, and to provide input on questions, concerns and decisions as necessary.
  • Attend the annual meeting, selected special meetings and selected special events.
  • Ensure the Bylaws for the MHC are upheld.
  • Writing the minutes if the Secretary is absent.
  • Provide support to the President in meeting the needs of the community.

 

Following the Bylaws, the MHC Executive Board has selected a Nominating Committee, whose duty is to nominate one or more candidates for offices that are open. The members of the Nominating Committee are respected members of the community, and include:

Anyone can recommend someone to become an officer and can speak with one of the Nominating Committee members. They would choose the best candidates and present them to the MHC Executive Board. The MHC Executive Board will present them to the community at the fall meeting to be voted on. (Bryan Hayes, with MHA, will be used as a consultant). Current officers will serve one or two 3-year terms per their preference.

Some important qualities considered for those suggested are a friendly and kind demeanor (not harsh or bitter), someone with a good reputation in the community. A team player. Like any “team” it’s important that there is good teamwork. The MHC Officers are not limited to the four people making up the MHC Executive Board. We have had up to three extra officers at times that positively added to the Board of Directors.

  • What are your thoughts toward the Mount Hermon Community?
  • What are your thoughts toward the Mount Hermon Association?
  • Why would you like to serve as a Mount Hermon Community Officer?
  • What strengths do you think you could bring as a Mount Hermon Community Officer?
  • What would you like to see Mount Hermon Community become?

The Nominating Committee has put together the following timeline:

-April through June 2025- Receive suggestions from the community for President and Secretary
-July-August 2025- Interviews with prospective candidates
-September 30, 2025- Present nominations to the MHC Executive Board
-October 14, 2025- Announcements are made at the Fall Community Meeting in order for the members to vote.

The Executive Board occasionally receives requests to promote causes and/or encourage residents to donate to particular causes, this was discussed in detail with a decision reached to post the following policy as a filter for such requests in the future.

The stated Purpose for the MHC as noted in the Bylaws is “to provide communication, self-help, and social interaction among homeowners and residents of the Mount Hermon Park and to make available programs relating to safety/security issues working in cooperation with Mount Hermon Association.”

Our objective is to make our community safer and to promote good will between neighbors with diverse backgrounds and perspectives. We will not promote nor endorse outside events as we are not a vetting organization for such events or programs as that is not the purpose of our organization.

Area Representatives

Who are the Area Representatives?

The Area Representatives are volunteers who get out information in their area about coming events or important issues by word-of-mouth and physical fliers. This has primarily been for the MHC meetings, the summer Fun Day, and the Neighborhood Christmas Dinner. They communicate concerns to the Executive Board as necessary. The best thing for those who are interested in suggesting someone as an Area Representatives is to speak with Ron, Dawn, Cheri or Reggie.
